What is the safest way to see if my new dog is dog friendly?

When I picked him up from the shelter, he seemed to attack all the kennels very aggressively as he walked by. Once I brought him home, he met my brothers new dog…and they got along quite well (both males). He seems vicious, yet he broke through the fence and made friends with the neighbors three guard dogs. I plan on introducing him to my two small female dogs (both spayed) in a neutral location. I plan on muzzling him as a safety precaution…so any tips for a successful introduction? I plan on slowly introducing him to my dogs before I bring him to live with me.
He is a young Bull Terrier (between 1-2 yrs old and neutered)
Side note: my females are very bratty and will growl at him…but after a little while they will calm down and mind their own business

I have a German Shepherd that I got when she was a puppy, I never socialized her until she was 3 years old and when I started it she didn’t like other dogs at all. But since then I have been taking her to the park everyday on walks for the past 2 years and she has been socializing with other dogs. It took about half a year to really get her comfortable with other dogs. But to answer your question about how to introduce your dog you need to just stay clam. You might not think about this because people don’t really notice it, but your dog will feel calmer if other dogs that are more socialized come up to them instead of them going up to the other dog. Here are some tips that I do every day when I take my dog to the park.
1. Take your dog on a short walk before you meet other dogs.
2. Bring something to distract your dog with.
3. Watch your dogs movements, If they are sharp and hes not listening to you then you need to walk a little longer.
4. Have a back-up plan, If something goes wrong be ready for it.
